I've just had the welcome news that a Realms of Fantasy short story of mine, MORTEGARDE, will be published in the Year's Best Fantasy collection via David Hartwell. Another short story has been taken for the companion SF volume. I'm in good company, too, judging from what I've seen of the TOC.

Not in Hartwell/Cramer. I'll be in Sean Wallace's YBF, and [livejournal.com profile] specficrider and I will be in the Dozois with our SCI FICTION collab.

So, out of curiosity, does one submit stories for consideration to these collections? Or do you just sit around and hope?

Also, is it only for magazine publications? I seem to lean much more towards getting my stories first published in anthologies, and wonder whether this puts me at a disadvantage for YBs.

As a writer, I've only ever sat around and hoped. That's pretty much how it works. One's EDITORS are sometimes invited to submit stories for consideration to YB anthologies. And speaking as an editor of original fiction anthologies, I can assure you that anthology stories are considered for YBs quite consistently.

Yes, you just sit around and hope. In the case of the Dozois collections, you obviously know up front if your story will actually feature, but you won't know whether you're in the 'also recommended' section at the back of each edition, which just lists the title details, until the book is published.

I'd second the comment about anthos.

Extremelt good news, partly because I thought I had heard that YBF was not going to be published anymore. Guess this means it got a reprieve.
